Marshall Allen has amassed more than 40 years of progressive leadership
and management experience, all of which have been involved with education,
radio and television operations and management, and the ever-changing
field of telecommunications and distance learning. He has been Director
of The Institute for Telecommunications at Oklahoma State University
(OSU) since 1990, and Director of the Educational Television Services
at OSU since its inception more than 35 years ago. During his tenure,
Allen has been instrumental in establishing OSU as Americas first
educational teleport and in developing OSUs multi-million-dollar
state-of-the-art Telecommunications Center into one of the worlds
leading distance education and telecommunications facilities. From 1990-1996,
Allen served with distinction as primary investigator for the government
program: TNET, the United States Armys Teletraining Network. He
has held former management positions with Public Service Satellite Consortium,
OSU Department of Radio/TV/Film, University of Southern Colorado, and
Southern Illinois University. He is President of the U.S. Distance Learning
Association (USDLA). He is a 1993 member of the Teleconference Magazine
Hall of Fame, a member of Whos Who in Telecommunications, USDLA
Board of Directors. He was a special task force member of the National
Commission on Information Technologies (CIT), and Chairman of the prestigious
and influential Board on Distance Education for the National Association
of State Universities and Land-Grant Colleges (NASULGC). Allen held
numerous management positions with television stations and consortiums
in Indiana, Ohio and Southern Colorado from 1959 through 1967, when
he joined the staff of OSU as Associate Professor, OSU Department of
Radio/Television/Film (tenured in 1972). His individual awards include
the Distinguished Service Award, Oklahoma State Regents for Higher Education;
Commissioners Commendation, Oklahoma Department of Public Safety;
Meritorious Performance, Oklahoma College Public Relations Association;
Industry Fellow, Center for Information and Communication Sciences,
Ball State University; Media Award, Higher Education Alumni Council
of Oklahoma.
Marshall Allen served as Project Director: Strategic Plan for Oklahoma
Telecommunications, a state-wide, two-year-long planning and development
process that resulted in a workable, strategic telecommunications and
distance education plan for the State of Oklahoma. As such, he has served
as a trusted member of the Governors Task Force on Telecommunications,
the Oklahoma Department of Commerce and Oklahoma Futures Committee on
Telecommunications.
