BERLIN is Europes leading International E-Learning
Conference. The 9th ONLINE EDUCA BERLIN, taking place
December 3 5, 2003 is under the patronage of Germanys
Federal Minister for Education and Research, Edelgard Bulmahn,
and the Federal Minister of Economic Affairs, Wolfgang Clement.
According to Online
Educa Berlin, E-Learning has become a fixed component in many
programmes offered by universities and colleges. Numerous
e-learning projects have been initiated over the past few
years, often with the generous support of the European Commission
and public funding. What results have been achieved by these
projects so far? How will they be continued once funding expires?
E-Learning projects in higher education will be one of the
main themes of the conference. The focus in these sessions
will be upon quality assurance, implementation, sustainability,
staff development and project management. E-learning scenarios
have become a fixed programme component of many institutions
for further education. However, the success of multimedia
learning is determined not only by the quality of software
tools and contents, but also by the skills and abilities of
the tutors and staff supporting the learning process. The
implementation of general guidelines for the evaluation and
standardization of e-learning has therefore become a topic
of discussion worldwide. Projects from the E-learning Action
Plan of the European Commission will be introduced in a session
with Brian Holmes (EC) as chair. Further conference topics
will be Virtual Universities, Teacher Training and the use
of New Learning Techniques in E-Learning such as games and
simulations.
A further topic
will focus on some of the main issues of this discussion and
will address the topic of Evaluation and Quality in a series
of sessions. Amongst others, the conference will introduce
E-Learning Quality Projects from the E-Learning Action Plan
of the European Commission, such as SEEQUEL, EQO, QUAL-E-LEARNING
and SEEL. A further topic will focus on the efficient organisation
of e-learning. Representatives of institutions for further
education will introduce successfully implemented E-Learning
Management Systems and explain the reasons for their choices.
In addition, more
companies than ever are discovering technology supported learning
as a cost-efficient alternative to standard classroom teaching.
With the use of computer training, companies hope to save
costs and time whilst optimizing personnel training. E-Learning
providers therefore have to address quality and budget requirements
without losing sight of new technologies at the same time.
E-Learning in corporate environments is also one of the main
conference themes. In the plenary session e-learning providers
such as IBM, Cisco Systems, Indea AB, (Sweden) and NIIT Limited
(India) will discuss how innovative solutions can be provided
despite diminishing training budgets. Case studies of corporations
such as Telefónica (Spain) and Pepsi Americas Central
Europe Group will present successfully implemented projects
and provide orientation on essentials in practice. E-Learning
experts agree that getting the media mix right is of paramount
importance and specific sessions dealing with Blended Learning
and appropriate design generally are included on the agenda.
Further conference topics will include E-Learning Projects
in Public and Government Institutions, International Quality
Standards in E-Learning and the use of Innovative Technologies
like emerging GRID technologies and developments in ambient
